治理现代化研究

建构社会治理共同体是实现基层社会治理现代化的重要路径，也是中国式现代化的重要内涵。国家与社会的共同性治理是社会治理共同体的核心，其理论内涵包括社会治理的全民性、责任性、组织性、参与性、协同性、体系化和制度化等七个方面。社会治理共同体不会自然而然地形成，需要建构。建构社会治理共同体要遵循科学有效的行动理念和工作方法。共同缔造作为一种理念方法，以共同理念为核心，以创新群众工作方法为基础，以塑造社区公共精神为关键，着力于建立“纵向到底、横向到边、共建共治共享”的基层社会治理体系，有助于推进社会治理共同体的建构。共同缔造是地方探索社会治理共同体的切入点，其实质是将共同理念贯穿于社会治理的全过程，在塑造共同价值、共同认识、共同责任、共同目标、共同关系和共同行动的基础上推进政府与社会的共同治理，进而形成稳固的社会治理共同体。共同缔造深刻地体现了社会治理共同体的理论内涵，是社会治理共同体的实践表达，是中国式基层治理现代化的深刻诠释，具有普遍性的认识论、方法论、价值论和实践论价值。

Building a community of social governance is an important path to realize the modernization of grassroots governance,and it is also an important connotation of Chinese modernization. The common governance of the state and society is the core of the community of social governance,its theoretical connotation includes seven aspects of social governance,such as universality,responsibility,organization,participation,coordination,systematization and institutionalization. The community of social governance will not form naturally and needs to be built. The construction of social governance community should follow the scientific and effective concept of action and working methods. Co-creation,as an idea method,takes the common idea as the core,takes the innovation mass work as the foundation,takes the mold community public spirit as the key,focusing on the establishment of“Vertical to the end,horizontal to the border,co-construction and co-governance and sharing”of the grass-roots social governance system,which is helpful to promote the construction of social governance community. Co-creation is the breakthrough point of local exploration of social governance community. Its essence is to run the common idea through the whole process of social governance,and promote the co-governance of government and society on the basis of shaping common values,common understanding,common responsibilities,common goals,common relations and common actions,so as to form a stable social governance community.Co-creation deeply embodies the theoretical connotation of the community of social governance. It is the practical expression of the community of social governance,and is a profound interpretation of the Chinese modernization of grass-roots governance. It has universal epistemology,methodology,axiology and practical value.
