定义党内法规概念应遵循逻辑学原理关于概念定义属加种差的基本要求，科学揭示上位属概念、揭示党内法规与其他种概念之间的差异。党内法规分个别概念和一般概念，前者特指中国共产党党内法规，后者特指各国政党党内法规。个别概念上的党内法规是中国共产党有权机关制定的体现党的统一意志、规范党的领导和党的建设活动、依靠党的纪律和责任制度保证实施的党内专门治理规范。制定主体特定性、功能作用特定性、调整范围特定性、意志特定性和强制力特定性是党内法规的五大内涵。其外延是名称特定化的中国共产党党内成文治理规范，与法律、民主党派的治理规范等同属于上层建筑范畴，但又区别于上层建筑的其他政治法律制度。

The Rules and Regulations of CPC is divided into individual concepts and general concepts. The former refers to the the Rules and Regulations of the Communist Party of China,and the latter refers to the the Rules and Regulations of political parties in various countries. The Rules and Regulations of CPC in individual concepts is the special inner-Party governance norms formulated by the competent organs of the Communist Party of China to reflect the unified will of the Party,regulate the Party's leadership and Party building activities,and rely on the Party's discipline and responsibility system to ensure implementation. The five connotations of the Rules and Regulations of CPC are the specificity of the formulation subject,the specificity of the function,the specificity of the adjustment scope,the specificity of the will and the specificity of the coercive force. Its extension is the written governance norms within the Communist Party of China with the specific names,which is equivalent to the laws and the governance norms of democratic parties and belongs to the category of superstructure,but is different from other political and legal systems of the superstructure.
